In peacetime, recruiters can be real picky-choosy about whom them select.
In wartime, they'll take anyone who can breathe.

Facing low recruitment levels during Operation Iraqi Freedom, the U.S. Army
quietly lifted its ban on allowing people with a history of mental illness,
self-mutilation and drug abuse to serve in the military -- despite warnings
from the industry about the risks involved.

In 2010 a mentally-ill registered Democrat named Jared Lee Loughner shot
Rep. Gabrielle Giffords and killed 6 others. What's been forgotten is the
fact that he was rejected for military service because he answered "yes"
when a recruiter asked him if he ever smoked pot. Just think, had he simply
lied, they'd have stuffed him into uniform and packed his ass off to Iraq.

Through Vietnam, America’s wars were fought by tough kids, often from rural
backgrounds involving familiarity with guns and with hard physical work.
Today America has a military corrupted by social-justice politics. Recruits
are no longer country boys who could chop cordwood. Obesity is a given. The
Pentagon has lowered physical standards, hidden racial problems, and
softened training. The officers are afraid of the large numbers of military
women who are now in combat positions. One complaint about sexism and there
goes the career.

BTW, Britain's military now prefers new recruits as opposed to re-enlistees:
